Mark Williams
Mark is the founder of Through Line Advisors. He is an economist with over 20 years of experience advising clients on economics and regulation. His work has included competition cases, litigation, regulation, strategy and policy. He has worked across Europe, North America, the Middle East and Africa. He has also spent eight years working for the World Bank on telecommunications, digital and technology. He has published books and papers on the subject, he teaches on post-graduate level courses and is a regular conference speaker.

Adam Mantzos
Adam has over thirty years’ experience in economic regulation and competition matters across a wide range of industries, including fixed and mobile telecoms, water, rail, post, gas, electricity and media industries. He has advised regulatory authorities, regulated companies, and competitors in markets affected by regulation. He has supported, influenced and challenged regulatory decisions on regulated charges, price controls, network access, cost allocation, cost modelling, Universal Service issues, excessive pricing and margin squeeze. He has given written and oral expert evidence both in support and defence of appeals on price control matters.

Prof. William Webb
Prof. William Webb is an expert consultant providing advice on matters related to digital technology, particularly wireless communications. This has included consulting projects, expert witness in competition and litigation cases, strategy and institutional development.
William was previously a Director at Ofcom where he led some major reviews such as the Spectrum Framework Review, Spectrum Usage Rights and cognitive or white space policy.
William has published 18 books, over 100 papers and holds 18 patents. He is a Fellow of the Royal Academy of Engineering, the IEEE and the IET, a Visiting Professor at Southampton University, a Board Member of the Marconi Society and a non-executive director at Motability. He has been awarded three honorary doctorates and the IET’s Mountbatten medal.

Daniel Pate
Daniel is an economist with more than 10 years of experience advising clients across a range of industries. He specialises in economic modelling, strategy and regulatory economics. His work has included price controls; regulatory and pricing strategy; international disputes; competition cases; wholesale cost modelling; financial, econometric and statistical modelling; customer analysis and strategic position pieces. His project work has primarily been in the UK, Europe, Africa and the Middle East.
Prior to joining Through Line Advisors he was an independent contractor for a number of years and he previously worked at Berkeley Research Group, Deloitte Economic Consulting and IPA Energy + Water Economics.
Daniel has an MSc in Economics and Econometrics from the University of Bristol.

Dumakude Nxumalo
Dumakude is a Through Line Advisors affiliate and a lecturer in the Department of Economics at the University of Pretoria. He lectures micro and macroeconomics, as well as competition economics at undergraduate and postgraduate level. His current research interest is competition in banking markets.
Dumakude’s competition work encompasses economic analysis provided in a number of mergers and abuse of dominance investigations. He has also assisted companies assess the compliance of their commercial offers with competition law. His regulatory work includes advice provided in energy markets and the health sector.

Max Kelsey
Max is a Through Line Advisors affiliate with over 30 years of experience in assisting clients with cost and price modelling and business development and strategy. Max specializes in:

He has spent many years consulting within the telecoms sector, focusing on regulation and costing. He has worldwide experience and has a sound understanding of the economic, financial, and technical aspects of regulation, together with expertise in cost and pricing model development. He has advised regulatory bodies including the ERG, Ofcom, DGPT Indonesia, IDA Singapore and ICASA on the formulation of interconnection rates, price control and regulatory instruments. He has implemented cost models for major global operators including BT, Ooredoo, Vodafone, United Utilities & Affinity Water.

Tonie Tollig
Tonie is a Through Line Advisors affiliate with more than 30 years of experience in the telecommunications sector. During this time, he has worked extensively with clients in Africa, the Middle East, Europe and the Bahamas on business and cost modelling, Operation Support Systems, Business Support Systems and network-related consulting assignments.
Tonie is also known as an enthusiastic, knowledgeable, and experienced trainer with the ability to teach complex telecommunication technology and financial or engineering modelling concepts. He has worked with a wide variety of people across different levels of operations including C-level executives, engineers, salespeople, and more.
