Cost analysis and modelling
Our team specialises in building cost models for specialises purposes. This is often driven by regulatory requirements such as price controls and investigations. Based on the detailed insights arising from this analysis, we advise clients on other areas such as commercial pricing strategy, investment appraisal and cost-reduction.
Regulatory finance
Through Line Advisors assists clients in developing regulatory accounts for submission to regulatory authorities. We work with clients through the full cycle of regulatory accounts preparation, submission and review. In addition, we provide strategic advice to clients on how regulatory accounting systems can be updated and improved to better reflect business realities and commercial strategy.
Financial modelling

Regulatory Finance Cases
Our client in the Middle East needed to develop a system for submitting annual regulatory accounts to the sector regulatory authority. In order to meet this requirement, we designed and implemented a full Activity Based Costing (ABC) system that was able to calculate product costs on an HCA, CCA and LRIC basis. Following the implementation, we prepared annual regulatory financial statements (RFS) which we audited and then submitted.

Costing Cases
Members of the Through Line team designed and implemented a new approach to product costing for a client. The modelling approach needed to be able to provide granular detail for costing for new products. But it also needed to be flexible enough to meet tight internal deadlines set by product designers and sales teams. We built a suit of models suing PowerBI and PowerQuery which met the client’s need for both speed and accuracy.

Modelling Cases
We carried out a very detailed modelling exercise of mobile networks using specialised engineering modelling software. This simulation model was used to provide financial modelling and forecasting for business and regulatory purposes. The simulation modelling was complemented by bespoke financial analysis looking at individual issues of importance to the business.

Pricing Cases
Members of the Through Line Advisors team developed a comprehensive transfer pricing and internal trading process that was implemented in a large company in South Africa. This was initially driven by regulatory imperatives but later became the starting point for a vertical restructuring of the business and was fully integrated into the financial management processes of the business.
